The Sureños are the umbrella organization for Hispanic street and prison gangs united under the Mexican Mafia. The purpose of the alliance of gangs is primarily to make more money for the drug lords, who are mostly prisoners in state penitentiaries.

According to the indictment, the nine defendants were members of a racketeering enterprise referred to in the indictment as the Oakland Sureños, a criminal street gang whose members lived in and around Oakland, California.

Sureños‍, also known as Southern United Raza, Sur 13 or Sureños X3, are groups of loosely affiliated gangs that pay tribute to the Mexican Mafia while in U.S. state and federal correctional facilities.
