Turlock is governed by its City Council, consisting of a mayor, vice mayor, and three additional council members. The Council appoints a City Manager to serve as chief administrative officer providing direction for all departments in accordance with the policies established by the City Council. The Council also appoints a City Attorney and a City Clerk, and there is an elected City Treasurer.

The City of Turlock contracts with Turlock Scavenger for the collection and disposal of solid waste. Turlock Scavenger provides three roll out containers to each resident of Turlock. A charcoal grey 95 gallon container for garbage, a blue 68 gallon container for co-mingled recyclables, and a green 95 gallon container for organic waste.
